Ballot Measure J $11,650,000

Measure J was on the June 2006 ballot and authorized $11,600,000 of General Obligation bonds to be issued and sold under State Proposition 39 for Solvang School to finance improvements to the campus.

To improve the quality of education, should Solvang School District be authorized up upgrade, renovate and modernize classrooms and facilities including making health and safety improvements, renovating plumbing and restrooms, constructing a new library, upgrading inadequate electrical systems, building new classrooms, improving access to computers and technology, by issuing $11,600,000 in bonds within legal limits, with a citizens oversight committee, annual audits and no money from administrator salaries. Please vote yes or no

Completed Improvements

Thanks to the generous tax support of the Solvang School Community, the students and staff are enjoying beautiful renovations to our campus.  Since Measure J passed in June 2006, several improvements have been made including: 

  • The building of a new classroom wing on the lower campus along Elm Street that includes six classrooms, a music room and student and staff restrooms.

  • The lower campus playground was renovated with new play equipment, new courts, a ball wall, additional grass space and landscaping.

  • A new multi-purpose room adjoined to the gymnasium that serves as a cafeteria with a full kitchen. A performance space with a stage was added to the multipurpose room.

  • Modernization of all existing classrooms on both campuses including the installation of new windows and window coverings, tackable surface installed on classroom walls and new flooring.

  • The library was expanded and re-modeled.

  • Addition of energy-efficient lighting to classrooms.

  • Addition of a new restroom near the playground on the Upper Campus.

  • Upper campus playground renovation.

  • ADA compliant revamping of the parking lot and drop-off area on the Upper Campus.

  • Extensive improvements to the drainage systems on both campuses.

  • Addition of three new relocatable classrooms on the Lower Campus to accommodate expanding enrollment.

  • Solar panel field installed above Elks Field on the Upper Campus.

  • Addition of HVAC units to 27 existing classrooms to provide air conditioning.

  • Addition of a new Culinary Arts Building on the upper campus for serving hot meals and for culinary arts cooking elective.

  • Frontage improvements on upper campus including pavers, signage and landscaping.

  • Installation of a new Viking Ship playstructure for TK-1.

  • Secured fencing around entire campuses.

  • Improved Network Infrastructure.

Bond Oversight

As part of the Proposition 39 requirements, Solvang School established a Citizens Oversight Committee that met annually.  It was the responsibility of the Oversight Committee to assure that projects and expenditures were in accordance with the projects that appeared on the ballot and were approved by the voters.  All bond expenditures were audited annually by an independent audit firm.  The independent performance and financial audits were reviewed by the Citizen's Oversight Committee.
